The following government agencies allow employees to move abroad for work:

  • NGO Affairs Bureau

  • Bangladesh Export Processing Zones Authority (BEPZA)

Private sector industrial enterprises, branch offices, and liaison/representative offices wishing to employ foreign nationals can apply through BIDA. The guidelines for such applications are as follows:

  • Only nationals from recognized countries can apply.

  • Employment of expatriates in industrial establishments requires sanction from appropriate authorities.

  • Expatriates can be employed only if local technicians are unavailable.

  • Persons above 18 years old are eligible for employment.

  • The board of directors’ decision is final for any employment extension.

  • Foreign employment is limited to 5% in the industrial sector and 20% in the commercial sector of the total workforce.

  • Foreign workers can join for a two-year program, extendable as needed.

  • The Ministry of Security will issue the necessary security clearance certificate.
